Pyuavcan proof of concept & Travis CI config #16

Just realised https://github.com/cvra/goldorak/pull/16/commits/c1c1784625e399d0ffedd1eeb135e26863b17ef3 breaks the C++ bridge. So we should report merging until the python bridge can fully replace the C++ one.

Looks like PyUavcan is not very performant. We'll skip the python bridge for this year's robot.
