Update wheelbase motor config #202

Following #201, we need to update the firmware on the motor boards of the wheelbase and make sure the torque limits and constants are set properly. With the new script, it should be straightforward.

Checklist:

[ ] Update motor board firmware on wheelbase motors
[ ] Update motor torque constant and limit on wheelbase motors
[ ] Verify that the wheelbase control is still reactive

Wheelbase motors switched to voltage setpoints as of 1bfe992daf89c2073782dbcec2f0348cebbd175c
