Mesa currently uses offchain attestations to track all changes within a project. However, in response recent discussion about our goals for onchain summer, it we will instead be creating onchain attestations for certain user actions in lieu of offchain attestations.
There are two points at which attestations will be created: when adding files to a project and when creating a release.
