Are you referring to the small semi-transparent box right beside the 1860 label? That's the mini-viewport. The intent is to provides a frame of reference as to where the timeline is looking.
It moves when the timeline is panned in any direction.
It was always there, but I added a border to make it legible to the eye. It can be de-bordered or likely hidden enitrely if it's not helpful.
I initially found it disconcerting, because I hadn’t seen it before, but I think it may actually be helpful. I’ve always found it difficulty to locate where I was temporally in the Simile interface and I do believe this helps. What do others think? We may want to tweak the look of it a bit if that would be possible.

Not clear what its purpose is. If it has a purpose document with mouse-over?
