Only working partially for locations (re-test).

If this refers to the problem we had earlier doing look ups of place names with accents in the local GeoNames MySQL database, Jeff and I fixed this a while back. Can test in the RSC libraries/archives mapping application at http://cwrc.ca/rsc-src/, and do a keyword search for the library "Bibliothèque publique de Fermont".
