character encoding not saving properly to CWRC #264

validation error (fixed by retyping the & sign in the key attribute value) - > validation fixed once the document is saved, validation re-occurs.

replace all '&' with '&' allowing html/xml to validate: 8ce8d00bb8e770a18908638f4b1eb4720dbbcea9
