Activate the Shelved Set for the Unitarians leaves 403 of 1056 nodes on shelf

Further, the Set counts are wrong:

• All 1056
• Activated 1052
• Graphed 1056
• Shelved 403

Expected Behaviour

• EXPECT Shelved + Graphed = All
• EXPECT no nodes to be both shelved and graphed!

Hints

• in the past when nodes stay stuck on the shelf it is because of name sort order issues
