Update config for Mods conversion to use github/gitlab version of ontology/vocabulary #19

Task: Need to add a request to mods conversion to grab the most current version of genre ontology/vocabulary (Depending on which branch) to remove dependency on potentially stale static data file.

Till resolved, make sure to pull updated version of ontology/vocab files when re-running extraction.

Upping the priority on this. Need to re-extract genre mappings, this file is really stale and I cannot locate the scripts that were used to create it.
