Adjust people extraction

• [ ] Only create E21s if a person is used in extracted triples. Do not create placeholder people
• [x] Use publisher mapping
• [x] use people mapping

Loop through:

• context_list
• event_list
• activity_list To check for named people or keep a list.

Significantly Less people are created now, but there are still some extra people created from adding reconciliation results. At a later time, I'll try to filter that somehow to just include the required people.
