When "giving up," the shipment_type of the loaded element of the request to dumb_optimizer has the name "no_active_shipment" instead of "order_0_shipment_0." This is true in both sample.yaml qualifiers/qual1b.yaml.
This may be the cause of the wrong label being used for submitting the shipment in qual1b.yaml which results in no score. The correct shipment is sent in sample.yaml and a score is given for the shipment.
