A hang state is encountered when no arm movement in produced and repeated inquiries are made to dumb_optimizer with identical data. This happens during order_1_shipment_0 in the qualifiers qual1b.yaml.
A temporary fix has been added to dumb_optimizer that notices repeated identical queries and "gives_up" for the shipment_filler.
