What steps will reproduce the problem?

What is the expected output? What do you see instead?
The toolbox, i see nothing

What version of the product are you using? On what operating system?
vs2008 Professional Edition

Try double-clicking in the current page (blue area). If you click outside, it 
will scroll to where you clicked and maybe that confuses it.

Or maybe it's because you have the toolbox set to auto-hide? What happens if 
you hide the toolbox entirely, or undock it from the main window?

Same here on vs2008 pro. I used an older version of metalscroll in another pc 
and this worked fine.

I've tried double-clicking on the blue area, it does nothing. Double-clicking 
outside the blue area, just brings you to that place.

I have the solution explorer next to it, set to auto hide. Tried making it 
fixed, undocking it and closing it all-together. Same thing.
