More minor tweaks for the CWT configuration files

• Add undocumented subject_resources on agreement_term_value
• Add scope for agreement_resources
• Update required localisation for situations
• Add orbital line features for solar system init
• Room selectors need to point at a file, not the inaccurate type defined by CWT
• Add missing trigger former_colonization_control_type
• Tweak effects/triggers with more accurate param types
• Remove duplicate gender properties from create_species, also add can_be_modified = <target_species> (used by the game)
