External code and programs that will be included with the Ptolemy II distribution must be open source and in a format that is easy to distribute

In general, GPL'd code should not be checked in to the repository.

All third party code should have a license file in the ptII repository and ptolemy/actor/gui/GenerateCopyrights.java should be updated so that the license is visible to the end user.
