Merge too small fix #852

This fixes #849 .

Also improves speed, and fixes problem when diagonal neighbors would lead to disjoint polygons (polygons that don't share a side, just a corner).

Does the changelog change make sense? I wasn't sure of how much faster the rework is (is it always, or only sometimes) so didn't mention it, but we can do so.

changelog looks good. except for small images (10's x 10's) it should be faster, but I don't think worth mentioning.
