New helper script to simplify generating a diagonal RMF, and associated flat ARF, data objects in Sherpa by specifying various telescope/instrument configuration or using a reference spectrum. By default, it generates responses for Chandra/ACIS PI-formatted spectra.

Should the naming be more specific (e.g. diag_resp > diagonal_response)?
