Host builds for Windows and linux (other platforms such as OSX optional).

Since github can't do it, investigate other options (dropbox? Amazon S3?)

Include release notes too

Delete the tools folder once this is done

Added NSIS installer for Windows and TGZ for Linux. Could look at deb later.

Add link to release notes in SF page, somewhere
