How to handle "Forget" on a partly-open window?

Once #35 is implemented:

Open a window with several tabs
Close one of the tabs. The window automatically becomes Saved.
Right-click the window and choose "Forget". The window is now forgotten, but the tab open/closed state is still the same.

What is the Right Thing to do in this situation?

The easiest thing to do is to disallow "Forget" on partially-open windows.
