[x] add sfx as a simplistic format
[x] convert sfx internally to static sound data
[x] improve error handling
[x] improve ids strict-typing

Please note that this PR is not complete: ideally the manifests should be allowed as many as modder desires with any name granted, and be merged / addressed for duplicate ids (with vanillaCName, or other manifests' CName) right after deserialization. This will be addressed in a subsequent PR, this one being already well beyond its initial scope.
