We may need to define this process for the OSS community first. Suggested flow:

Deliver internal issue tracking for public issues (in GitHub):
- Set up statuses.
- Set up any issue templates (e.g. for support issus to be redirected to Discourse.)
  - Deliver internal issue tracking for private issues (in GitHub):
- Set up statuses.
