Desired Outcome

The conjur-api-dotnet library should target .NET 6+

Implemented Changes

Updated library code to use newer libraries available in .NET 6+
Update build targets to .NET 6
Update build and tests scripts for CI to use .NET 6
Update version number to 3.0
