What does this PR do?

My last PR added the /authn-k8s/:service_id/inject_client_cert endpoint to the OpenAPI spec. This PR adds:

an environment for testing this endpoint,
test cases for each possible HTTP status response,
a stage in the project's Jenkins pipeline to run the tests,
a GitHub Action to run the test daily, and when files pertaining to the endpoint are changed.

What ticket does this PR close?
