Master branch should be the Conjur V5 parser #15

Currently, the master branch contains (what I believe is) the V4 policy parser. The branch used by Conjur is conjur-oss. To align this repository with our other Conjur repositories, we should designate a tag/branch for V4 and switch the master to track with the current active development (V5).
