Add RHEL 7 test flow to automation #336

What does this PR do?

As part of automating our tests, we need to add the ability to run our tests on RHEL 7. Added new files:

RHEL 7 dockerfile (downloads and compiles Python3.9 make all libs available for pyinstaller)
Centos repo files
repo public keyfiles (for GPG check)
Turned on RHEL 8 repo GPG check
