Add Validate Katacoda action #7

This PR adds the Validate Katacoda action that validates the Katacoda scenarios by running the katacoda validate:all on the repo

Looks good to me! We decided not to use the mdl linter due to the errors it gave, right? Would it be worth writing our linter rules for Katacoda?

@mdodell we decided to leave out the markdown linter, because it was too strict for some of the stylization we need in the Katacoda tutorials. I'm pretty sure @izgeri and @andytinkham were talking about looking into other options later on
