Add oss env for testing

• Testing secrets provider worked with specific branch to run oss environment so this ticket implement first phase of oss environment for testing (second phase is working with helm ) .

@sgnn7 as discussed the first goal is to merge our old branch to master so we can run secrets-provider with updated k8s-conjur-deploy repo. Next phase is to fixed some issues we have with this repo (add retry to some commands which failed because of k8s) After that we will move to helm fo oss.

All those changes were verified localy and i run secrets-provider repo as well.
