Run test suite against OC 4.5 #163

What does this PR do?

This PR removes tests for OC 3.9 and 3.10 and adds tests for OC 4.5 using the current label from ConjurOps.

The PR also adjusts how we detect the platform version and CLI download URL to use the available ConjurOps values for OpenShift 4.

What ticket does this PR close?

Resolves https://github.com/conjurinc/appliance/issues/1486

Looks good, but like Geri mentioned might just want to make sure it plays nicely w/ kubernetes-conjur-demo.
