Beta releases #112

I want to be able to release beta versions for people to play around with if they so desire, but I want the experience to be seamless. After a bit of research, it seems like the best way to do this would be to release a new extension called "Modation Beta" which would be exclusively for beta releases (kind of like Stable and Beta channels for Chrome). Modation should be able to detect when Modation Beta is installed and disable itself completely until the Beta is uninstalled.

I've created the placeholder extension for good measure, but won't do more work on this until after Watchlist is released. It will be opt-in on the stable channel.
