Finish new options page #60

Finish design and add appropriate settings as needed.

All options are added, now they just need save alerts and bindings to initialization functions.

Save alerts are so last year. They won't be added.

Looks like options pages are going away: https://developer.chrome.com/extensions/optionsV2. Will start implementing the new UI and develop in parallel until standardized.

New options_ui page works great! Easy migration.
