Description This adds some enhancements to the cross compilation setup, applying some best practices to reduce the Docker image size and startup time.

Tasks

[x] Prevent starting broken or incomplete image
[x] Reduce image size by cleaning up caches and intermediate files
[x] Prevent startup being slowed down by ROS workspace being sent to DOcker build context
