working on per hpc allow/deny #99

Attempts to solve https://github.com/cybergis/cybergis-compute-core/issues/98

Adds allowlist and denylist to the hpcConfig type
Adds a function to Helper to check for username in allow/deny lists
Checks for user in HPC allow/denylist during the /job route

Needs further testing with multiple users to verify it is working correctly.
