Reword DEVELOPER readme to include windows TEMP
Added information about protocol build
Added more detail about python project installation

Code:

Makefile can clean windows
Makefile can create protocol folder & init
pyproject.toml needs flask
Replace /tmp/.reva hardcodes with os-appropriate fetch
Allow RevaPlugin.java to log more information
Clean up mixed tabs/spaces use in RevaPlugin.java
