New dimmer identified as OnOff when off #2

This happened once for me. Connected new philiphs lightbulb with dimmer function through the tellstick Hue plugin. It was at 0% when it was identified by ioriver and it became an OnOff switch.

This issue could be with the tellstick Hue plugin? or with Ioriver.

Adding the same lamp at 61% resulted in a dimmer.
