Volume and number in publisher

What steps will reproduce the problem?
1. publisher=The Art Bulletin, Vol. 56, No. 2 

What is the expected output? What do you see instead?
I would expect the bot to stripe out Vol. and No and find out that as the 
publisher is the journal, it does not do anything to correct references.

If applicable, please provide a link to an errant edit made by the bot.

I have been having to rollback many changes of this type today. Affected 
journals include The American Mathematical Monthly, American Journal of 
Mathematics, The Mathematical Gazette, The American Historical Review, The 
Annals of Mathematics, and Proceedings of the Royal Society of London. Bad 
publisher data of this type has been added by Citation Bot to many Wikipedia 
articles. I think that the current "low" priority for this bug is too low.

Please contact the maintainer of the API that the bot consults for publisher 
information to have this issue resolved. (Information is on bot user page, 
which I don't have to hand at the moment)
