Island Chat #7

Allow the ability to set all chat to go to island only chat or just the message you're sending

Island chatting will only show to members of your island

i.e. /sky chat set /sky chat

Implemented.

Skids can activate it using /sky chat and all following messages will be send to IslandChat. It can be disabled typing it again. Or they can manually send a single message using /sky chat [Message ...]

All messages will be sent to ALL island participants (members, admins and the owner.) There is an option to only send to the same world. Ie: If Player A is in Player B's world, but Player C is in Player A's world, Only Player A & B could talk, but Player C would be forever alone (provided they're all members of eachother's islands.)
