This has been implemented as a part of the deathmatch mode only. Will extend its functionality to other modes upon successful testing.

I think this was caused by a conflicting default sourcemod, so I disabled basevotes.smx and some other unnecessary mods to see if correct voting functionality works.

Testing passed, voting works now.
