Implement witn.one permission for leaders #918

The permission witn.one should have threshold 1. This will allow to use the authority gls@witn.one by any leader in cases when authority from one leader is needed. For example:

Create post from any leader in golos dApp
Comment any post by any leader in golos dApp
etc
