gls.publish: make vote strength configurable #923

Please make the vote strength configurable.

Not all curators have enough time to find 40 posts worthy for upvote. And some communities do not have to much members to produce 40 posts a day. Therefore it could be for such communities efficient to make only 4-10 upvotes with own whale, and do not outsource remaining vote power to foreign communities.

It should be possible to reduce upvote count from 40 to 10 (configurable) or make each upvote mightier up to 400% (configurable).

The curators then could still reduce vote weight and disperse vote power over 40 and mote upvotes.
