Set point as default new issue geometry type #935

/issues/new should have Point as the default type. This is observed as a major cause of usability failure, at a time when we want to encourage new issues being submitted.

Reorder the panel as Point, Route, Area.

This will be needed under the new design anyway so worth changing now.
