Are photos also covered by https://tfl.gov.uk/corporate/terms-and-conditions/transport-data-service ?

Maybe some of them would be useful as illustrations for https://github.com/streetcomplete/StreetComplete/issues/2742 - but if licensing makes them unfree then it is not worth to look through them

If the photos are part of the Data Service then I'd say that they are also covered by the same terms and conditions. If unsure however, it feels like the safest thing to do is message TfL directly. I don't see why TfL would disagree - they are clearly happy for the photos to be used for this OSM project given their involvement in it.

I've asked our contact at TfL.

My assumption has always been they are covered by the same license as they have never been stated to be anything other than part of the database.

A quick update on this:

We don't have a definitive answer yet. From correspondence in e-mails over the last month my understanding is that TfL are discussing it internally.

(I have obviously encouraged them to view the photos as the same license, given that will be the de-facto assumption practically anyway.)

@mvl22 As TfL still haven't replied, why not make an FOIA request?

The answer to this was hidden in plain view all the time:

The database also contains 480,000 photographs of cycling infrastructure, allowing users to see exactly what can be found on street. For example, cycle parking users will be able to see what type of parking is available. TfL collected data of 146,000 cycle parking spaces across London, as well as gathering information on 2,000km of cycle routes and 58,000 wayfinding signs.
