Finish proper handling when commodities are removed from commodity pane

When commodities are removed from the Commodity Pane the following need to happen:

• [x] remove from simulation commodity list
• [x] remove from all facilities that currently use that commodity
• [x] redraw fuel cycle design
• [ ] remove from combo boxes of open
