add CI testing with PyNE for Cymetric #189

@gonuke do we anticipate PyNE's conda-forge feedstock will be updated in the near future? This CI testing for Cymetric would be much easier to implement if a simple conda install pyne were possible.

Speaking of conda-forge feedstocks... what else needs to be done for Cyclus (and friends) before getting the feedstock updated?

I think we are basically ready to update Cyclus feedstocks, but a release may be in order
