(1) Update the top level NOTICE file, add entries for licensed third-party libraries and code we use in CT; still have some javax libraries to add
(2) CTserial: change to a version of the jSerialComm library that can be distributed under Apache 2.0; add CTserial back to the apps being built; remove CTserial's NOTICE.txt file becasue it gets this info from the top level NOTICE file included as part of CTlib.jar (which is bundled into CTserial.jar)
(3) FilePump and FileWatch: update the NOTICE.txt files and add these files to their respective JAR files
