can i run this through local system ? #641

I have try but getting this error , how can this be fixed?

http://127.0.0.1/ **Forbidden You don't have permission to access this resource.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.**
