Assign different Solr collections to PRs/dev

The scope of this issue is to have all solr collection's requests prefixed with the prefix defined in environmental variable eg. $SOLR_COLLECTION_PREFIX this variable should be '' by default.

This would allow to have different aliases per deployment (example prefixes: production_, master_ etc.).

Establish data release protocol. My proposition:

• prod, master aliases: all_collection, dataset, publication, software, training, service. Nothing changes.
• development, PRs aliases: (current prefix beta_, I can name aliases however you want) beta_all_collection beta_dataset beta_publication beta_software beta_training beta_service All aliases are created and they are properly set (beta points to the latest data). There is a need to switch aliases that we use for PRs for sure. Furthermore, if we always want to have the latest data on the development instance there also should be aliases changed.
