What enhancement are you proposing?

- Make the Download Time take into account the configured Client Time
Offset.  This will allow the user to adjust their client to run in complete
sync with the machine running HFM.

What is the expected output for the proposed enhancement?

- The Download Time will be altered based on the user input.

What version of the product are you using?

- v0.4.9.151
