Proposed editorial changes #76

I'm starting a review of the entire document. Here are some proposed changes 
for discussion.

Section: Introduction

* Remove the RFC2119 boilerplate. I don't think we need that level of formalism.
* Remove the sentence about examples being not normative. We don't define 
conformance requirements, so normative vs. informative doesn't really matter.
* Remove the note about us trying to be available on #swig
* Replace the link to void-rdfs-interal with a publicly accessible list

Section 1. Describing Datasets

* Remove the note about dcmi:Dataset. Vocabulary mappings should be declared in 
the vocabulary document, we don't need to clutter the Guide with them.
* Move the bits about standard prefixes and the default namespace to the 
Introduction section

Section 4.3 Tools

* Remove the entire section. We should maintain a list of tools, but the Guide 
is not the right place for this.

+1 to all of the changes, also again, this is clearly a MR 2 thing, hence 
changed it.

Re former section 4.3 Tools: we could point to 
http://semanticweb.org/wiki/VoiD#Generating_and_Consuming for example
