Plus should have "Procedurally generated" as building type.

This raises a design decision: how many buildings should we 'pack in'? To reduce changes and illustrate what's possible I've set the code to randomly place buildings if there are less than 5 buildings after adding the 'procgenned' ones to the existing ones. I think ashton-park is the only site where this applies. Results after packing all 2500 dwellings in (some overlap) showing scale of this vast development:
