Cycle circuity looks wrong at Bailrigg #186

In data-small/all-sites.geojson, circuity_fast_cycle at Bailrigg is 4.12. This is far too high. When I recalculate using the code in site-metrics.R I get 1.14.

There are similar problems with circuity_fast_cycle being heavily overestimated at several other sites, including LCID and Poundbury.
