Add photos of the sites #97

Add photos of the sites, and enable these in the UI.

I've now added a photos layer.

To make an image appear, go to the CycleStreets Photomap, add it there, and make sure you include the tag actdev under tags.

I have tagged a few of the many existing images from the Trumpington Meadows estate by way of an example. I can use my curator's privilege to add tags to other images if you let me know the numbers.

We're think about how to represent these best in the proper UI. For now though, map markers is good enough for the alpha map.

Thanks. Just to say that if you have several hundred, but the image files include geolocation metadata, there is a mass-import system at: https://www.cyclestreets.net/photomap/add/multiple.html

It's a bit rudimentary, but for hundreds of images it saves a lot of time.
